## The Search-Only licence — and everything that falls outside it.

The SOC, stewarded by MOW and drafted by Preiskel & Co LLP, is declared to machines through the robots.txt Terms Document Locator (`tdl:`) line pointing at the immutable contract URL. Access for Search Indexing is licensed; the same retrieval performed for AI training, dataset creation, inference or archiving falls outside the licence and accrues the Access Fee. Publishers running against a landscape of automated accessors need named, machine-readable classification at the access boundary and signed, replay-derivable evidence per Access Event — not a reconstructed weblog weeks later.

## Better evidence than reconstructed logs — signed at the moment, derivable from public keys alone.

The dominant evidence today is after-the-fact reconstruction. A KYE Protocol™ Evidence Pack™ bound to the classified access category, the attributed operator, and the advisory IP check is materially better evidence: sealed at the moment of the Access Event and Replay-Proof™ against the published JWKS a court or counterparty can verify offline. The unlicensed-access schedule is derived by the ONE breach-schedule engine — £500 per distinct Product (path) accessed outside the licence, with the Clause 14 per-website override honoured.

The Ledger rides the shared MOW SOC collector: a Tier A edge collector classifies live automated access, a Tier C log ingest replays historical access, and both feed the same deterministic classifier and the same pure breach-schedule engine (no re-implementation, §0). Each Access Event is sealed as evidence; the schedule rolls up licensed-vs-breach events, per-operator distinct-Product counts, the accruing £500 total, and possible-spoof events surfaced for the publisher to weigh.

## Honesty bar — advisory accrual, never phantom liability.

- **Advisory, not adjudicated** — the schedule is built from attribution signals (user-agent match + advisory IP check), not a sealed legal judgment. The SOC sets the terms; KYE™ proves the breach; the publisher and its counsel claim the debt.
- **Unattributed access is never invoiced** — an `unknown` -category request is not evidence of a breach by a named operator, so it never accrues a fee.
- **Possible spoof is surfaced, never silently dropped or invoiced as certain** — a user-agent match whose connecting address sits outside the operator's published ranges is flagged per operator.
- **The contract stays MOW's** — KYE™ never re-hosts, re-drafts or interprets the SOC; the immutable contract URL is stewarded by MOW alone.
