A regulation or an expert framework becomes a productised governance pack through a **deterministic, no-LLM, replay-proof** pipeline: parsed structurally, mapped by declared versioned rules, recorded in a replay-proof ingestion run, and approved by two independent experts before it publishes. A regulator can reproduce every binding from public keys alone — no model guessed it, and it does not change between runs.

## The pipeline — deterministic and fail-closed.

1. Akoma Ntoso XML / KYE™ Canonical Intake in.
2. Deterministic parser — clause boundaries from the document's own structure, never a model.
3. Canonical clauses out, mapped by declared versioned rules to KYE™ rule-pack bindings.
4. Replay-proof ingestion run — same input + same versions produce the same output hash; `llm_calls = 0`.

## Why no LLM — a regulator must be able to reproduce it.

A mapping a model guessed cannot be defended in an enforcement and cannot be reproduced between runs. The Framework Ingestion Engine™ is a pure function of the document bytes and the declared parser + mapping-rule versions. The pipeline carries a no-LLM source contract enforced in CI: no model SDK, no model endpoint, ever.
