Continuity decision values

The standard set includes continuity_preserved, continuity_degraded and continuity_broken. Companion continuity_score is a numeric scalar in [0, 1], declared in the published schema; the weighting and threshold construction that map a score to a decision value are proprietary and are not disclosed in this repository.
