KYE™ Framework Ingestion Engine™
Agentic Governance™ with Authority Finality™ — productised at the source.
A regulation or an expert framework becomes a productised governance pack through a deterministic, no-LLM, replay-proof pipeline: parsed structurally, mapped by declared versioned rules, recorded in a replay-proof ingestion run, and approved by two independent experts before it publishes. A regulator can reproduce every binding from public keys alone — no model guessed it, and it does not change between runs.

The pipeline — deterministic and fail-closed.
- Akoma Ntoso XML / KYE™ Canonical Intake in.
- Deterministic parser — clause boundaries from the document's own structure, never a model.
- Canonical clauses out, mapped by declared versioned rules to KYE™ rule-pack bindings.
- Replay-proof ingestion run — same input + same versions produce the same output hash;
llm_calls = 0. - Two independent expert approvals.

Why no LLM — a regulator must be able to reproduce it.
A mapping a model guessed cannot be defended in an enforcement and cannot be reproduced between runs. The Framework Ingestion Engine™ is a pure function of the document bytes and the declared parser + mapping-rule versions. The pipeline carries a no-LLM source contract enforced in CI: no model SDK, no model endpoint, ever.
Worked instance — EU AI Act (CELEX:32024R1689).
The EU AI Act is ingested deterministically into six canonical clauses (prohibited practices, high-risk classification, risk management, transparency, human oversight, conformity assessment), mapped to the canonical EU AI Act rule pack, approved by two experts, and productised as KYE-FOUNDRY-PACK-EU-AI-ACT-001 — the EU AI Act Authority Pack™. Every high-risk AI decision maps to a named control owner and a signed Evidence Pack™.
From framework to governance pack — deterministically.
The Framework Ingestion Engine™ is the first mile of the KYE™ Sector Pack Foundry™, the productisation rail of KYE Protocol™.
