Every listing carries a kye.rule_pack_listing.v1 manifest, a fixture pass rate, and an Ed25519 signature from the publisher. The trust score is a deterministic 0–100 function of five components — publisher tier, conformance pass rate, verified-publisher status, review maturity, and install volume. Pay-to-rank is constitutionally forbidden.
